RJ O’Connell is serving as lead consultant for the Market Basket redevelopment at North Andover Mall, providing the planning, permitting, engineering, stormwater management, and construction-phase services needed to support a major retail renovation while the property remains open to the public.
As part of Market Basket’s ongoing effort to rebrand and expand its existing stores, DSM Realty undertook a major renovation. RJOC prepared the permit applications and engineering design plans needed to support approvals and help move the first phase of construction forward.
One of the project’s defining challenges was completing major sitework while the shopping center remained open. RJOC’s work helped coordinate site access, circulation, construction sequencing, and safety considerations so the property could continue serving customers and tenants throughout the renovation.
The completed site improvements are designed to create a more efficient and connected retail environment. Upon completion, the property will feature improved pedestrian access from the surrounding roadway network, upgraded parking areas, increased landscape areas, and stronger connections between parking fields and tenant storefronts.
RJOC designed an enhanced on-site stormwater management system focused on long-term environmental performance. The system emphasizes pollutant removal and reductions in phosphorus and nitrogen loading, supporting both regulatory requirements and the long-term function of the retail site.
Market Basket opened its new store under Phase I of the renovation program in fall 2025, with Phase II scheduled for completion in fall 2026. From early planning through construction phase services, RJOC is helping guide a complex retail redevelopment with the steady coordination, technical expertise, and hands-on principal involvement that active sites require.
